ICV - Innovation & Capability Voucher (ICV) & Capability Development Grant (CDG) for SMEs

ICV Voucher Programme


ICV - Innovation & Capability Voucher (ICV), SPRING Singapore,  encourages first-timer SMEs to kickstart developing capabilities to grow their business and embark on consultancy projects whereas Capability Development Grant (CDG) is for further upgrading by SMEs embarking on larger scale projects at strategic or holistic level. Manpower Ministry's WorkPro Work-Life Grant funds work-life strategies particularly flexible work arrangements to help employees better manage work and family responsibilities to achieve work-life balance. Age Management Grant funds employers' implementation of age management practices to better manage mature workers.

ICV, Innovation & Capability Voucher, SPRING

Innovation & Capability Voucher (ICVSPRING is a simple to apply, easy-to-use voucher of $5,000 with 100% funding to encourage SMEs to develop their business capabilities through consultancy in human resources, innovation, productivity and financial management.

Innovation & Capability Voucher (ICV) SPRING also supports SMEs in adopting and implementing pre-scoped Integrated Solutions to improve business efficiency and productivity.

Innovation and Capability Voucher (ICV) supports bite-size small scale projects with maximum duration of 6 months. Pre-package solutions with pre-qualified consultants. ICVs are first steps more suited for first-timers to jumpstart SME capability upgrading and productivity improvements.

Each SME is entitled to maximum of eight vouchers. Each ICV project must be completed within six months before a new application can be submitted SPRING Singapore.

All local SMEs can apply for ICV SPRING when they meet the following eligibility criteria:

  • Registered and operating in Singapore
  • Have a minimum of 30% local shareholding
  • Have group annual turnover of not more than $100 million  OR group employment size of not more than 200 employees

Hu-Tech Consulting has been appointed as ICV Service Provider, Human Resources, since June 2012 when ICV was first introduced by SPRING Singapore.

Recruitment & Selection

Recommend recruitment strategies tailored to company profile for recruiting employees, establish processes to attract job applicants and assess their suitability using selection methods & instruments

Compensation & Benefits

Design and manage market competitive compensation and benefits strategies and programmes to attract, reward and retain employees customised to company needs. These include base and graded salary structures, pay for performance, sales incentives, staff leave and welfare benefits.

Performance Management

Establish performance management system, key performance indicators, guidelines and forms to appraise and monitor employees performance. Maintain or improve employee performance through objective setting, appraisal, coaching and feedback.

Learning & Development

Establish guidelines for training and development of employees, providing competency-based training roadmap and training plan based on organisational and individual needs

ICV Application Process

Step 1: Review the supported services and project scope of ICV HR modules.

Step 2: Once you have selected a service, contact one of the participating service providers to discuss the project. The service provider must agree to undertake the project before you can submit your application online.

Step 3: Apply via the ICV Online Portal using Microsoft Internet Explorer. Your application will be processed within 6 to 8 weeks after submitting the required documents. You will be notified via email when your application has been approved.

Step 4: When the project is completed, both the SME applicant and service provider must endorse the project report before submitting it to SPRING Singapore.

Capability Development Grant (CDG)

The Capability Development Grant (CDG) helps SMEs build capabilities across 10 key areas ranging from raising service standards, adopting technology to staff training and overseas expansion to enable their businesses to grow locally and globally.

CDG defrays up to 70% of qualifying project costs such as consultancy, training, certification and equipment costs.

CDG supports larger scale projects with customised project scope but no fixed grant quantum and project duration. More suited for further upgrading by SMEs embarking on larger scale projects.

WorkPro Work-Life and Age Management Grants, MOM

WorkPro Work-life Grant provides funding and incentives of up to $160,000 for organisations to offer flexible work arrangements (FWAs) for employees. This is to assist employees better manage work and family responsibilities for achieving greater work-life balance leading to higher morale, employee engagement and productivity in the work place. 

Under Age Management Grant, the Manpower Ministry, WDA, NTUC & SNEF provide one-off grant of up to $20,000 per organisation to help employers implement age management practices such as good re-employment and performance management for mature workers.

Consultancy Project Solutions for ICV, CDG, Work-Life and Age Management Grants

In 2010 Benjamin Chan became the Pioneer Associate Consultant, Singapore National Employers Federation, for SPRING Singapore's Human Resource Capability Programme. This Programme was amended to Capability Development Grant (Human Capital Development) in June 2012. Benjamin Chan has been appointed as Approved Work-Life Consultant by Ministry of Manpower to assist organisations in implementing flexible work arrangements since its official launch in 2015. He has completed courses on fair recruitment and selection, managing multi-generation workforce and matured workers at TAFEP and Centre for Seniors. He almost completed the Age Management @ Workplace (AMW) Programme at Singapore University for Social Sciences (SUSS) in conjunction with Singapore National Employers Federation. Benjamin Chan has a Masters' Degree in Human Resource Management, Honours Degree in Social Science (Economics), Graduate Diplomas in Management Consulting, Personnel, Training & Financial Management & Advanced Certificate in Training & Development. He is a Senior Practising Management Consultant (SPMC) of  Singapore Business Advisors and Consultant Council (SBACC).

He has more than 15 years of extensive experience in consulting and working with SMEs and Multinational Corporations in different industries, SPRING Singapore, Singapore Workforce Development Agency (WDA) and Singapore National Employers Federations (SNEF), among others.

Prior to consulting Benjamin has also acquired more than 15 years of professional working experience in government statutory boards, SMEs and Multinational Corporations in several industries at strategic and operational levels in Singapore and the regions.
